Maine Leads turns valuable ideas into powerful citizen initiative campaigns. The citizen initiative lets us vote for the accountability and prosperity that politicians have failed to provide.
Right now, we are collecting signatures to put three citizen initiatives on the November 2009 ballot. Each of these initiatives promotes economic freedom and government accountability. When they pass, it will be a great victory for the citizens of Maine.
| 1) |
An Act To Provide Tax Relief
This citizen initiative limits the amount of tax dollars government can spend each year, and requires a majority vote of the governing body (Legislature, town meeting, town council) and voter approval at the next election to spend beyond that limit. It also requires voter approval of all tax increases at the state level, including the automatic gas tax increase.

An Act To Expand Affordable Health Insurance Choices in Maine
This citizen initiative makes a variety of patient-centered reforms to Maine’s current health insurance market, most significantly creating the New England Health Insurance Compact. With this compact, Mainers can purchase health insurance plans available in the five other New England states, all of which have significantly lower rates.

An Act To Decrease the Automobile Excise Tax and Promote Energy Efficiency
This citizen initiative cuts the car excise tax in half, saving Mainers $100 million each year. It also promotes energy efficiency by eliminating the sales tax and first three years of car excise tax if you buy a new hybrid vehicle or any other vehicle that gets over 40 mpg.
